- 2. When it is necessary to preserve life, safety, or property and it is difficult to obtain the consent of the person in question

5. Notification of the Purpose of Use When Acquiring Personal Information
When acquiring personal information, this site will provide advance notification of the purposes of use. However, this restriction does not apply in the cases below:

6. Changes to Purposes of Use of Personal Information
When changes are made to the purposes of using personal information, where the new purpose of use is similar to that prior to the change and where the purpose of use does not exceed a reasonably permitted extent, this site will notify the person in question of the changes to the purposes of use or otherwise publicize this information.
7. Restrictions on Provision to Third Parties
Except in the cases described below, this site will not provide personal information to third parties without the consent of the person in question.

- (d) Provision of personal information to third parties is stopped in accordance with the wishes of the person in question.
However, the following cases are not considered third parties as specified above.
- 1. When, within the limits necessary for achieving the purposes of use of this site, handling all or some personal information is outsourced
- 2. When personal information is used jointly with a specific person, notification to that effect as well as of the items of personal information that will be jointly used, the range of persons who will jointly use the information, the purpose of use of persons, the purpose for which the users will use the information, and the name of the person who will be responsible for managing the personal information will be made to the person in question or the information will be available in a location readily accessible to the person in question.
8. Publication of Matters Related to Personal Information
This site will ensure that the following matters pertaining to personal information will be available in a location readily accessible to the person in question, and that responses will be made without undue delay to any enquiries about these matters.
- Purpose of use of personal information (With the exception of matters for which there is no obligation to disclose, as specified in the Personal Information Protection Act. In the event that a decision not to respond is made, the person in question will be notified of this fact without undue delay.)
9. Disclosure of Private Information
When requested by the person in question, this site will disclose the personal information to said individual without undue delay. However, if one of the following items applies, all or part of the information may not be disclosed. In such cases, notification to that effect will be made without undue delay.
- 1. When there is a risk of harm to the life, safety, property, or other rights and interests of the person in question or a third party
- 2. When there is a risk of significant interference with the legitimate operation of the business of this site
- 3. When doing so would be in violation of other laws and regulations
Note that in principle, access logs and information other than non-personal information will not be disclosed.
